More Problematic Dillon Moran Issues

Saratoga Springs Commissioner of Accounts Dillon Moran never seizes to amaze.

  1. In his proposed 2025 department budget, Moran has included over $6,000.00 in on-call pay for his Deputy, Stacey Connors. One would think that the ongoing criminal investigation into him and his Deputy on this issue would have made him cautious. Instead, he seems to have just doubled down.
  2. Reliable sources tell me that he has generated another $12,000.00 in bills with his downstate attorney over the on-call scandal on top of the $60,000.00 plus approved by Jason Golub, Minita Sanghvi, and Moran (a clear conflict of interest). He has not submitted the new bills for payment yet. The city is currently enjoined from paying the original bill pending a decision by Judge Freestone. I assume he is waiting for her final decision before submitting this additional bill he has accrued to the Council.
  3. In the October 4, 2024, edition of the Saratogian, Dillon Moran is quoted making the following false statement about Public Safety Commissioner Tim Coll and particularly Mayor John Safford:

They (Mayor Safford and Commissioner Coll) don’t want to have the election,” Moran said following the meeting. “The mayor has told me, to my face, he does not want an election. Maybe he forgets, I don’t know, but literally I had conversations with him today that he completely either forgot or ignored or refuses to acknowledge.

This is false as anyone who followed what passed for a discussion at the Council table knows. In fact, earlier in the same article, the paper reports that Mayor Safford was for the election. It is grotesque but not out of character that he would try to slander the Mayor by inventing the alleged conversation.

It is hard to report on Dillon Moran without appearing shrill because his behavior is extraordinarily dishonest and manipulative, even by today’s dreadful standards of politics.

I used to speak to Moran, but over a year ago, I stopped. Routinely, he would promise to send me documents supporting his statements and then not do so. He frequently told me things that were clearly false. As anyone who has dealt with Moran on the phone knows, it is hard to politely end the conversation. I was forced to advise him that anything he wanted to say to me, he should put in writing. He has never sent me an email or responded to an emailed question since then.

  1. I’m surprised the commissioner isn’t more cognizant of the perceived conflict of interest when it comes to his authority over setting a special election. Being on both the county and city Democratic committees, Commissioner Moran is obviously heavily invested in Democratic victories. So when he is also in charge of setting the terms of a special election via his position as commissioner of accounts, clearly his proposals are going to be met with some understandable skepticism because of his deep partisanship. Instead of acknowledging this, and trying to professionally work with the council to propose something that could actually be voted on and passed however, he seems to be so worked up by the time he gets to the discussion at the Council meetings, all he can do is scream at the mayor, city attorney, and Commissioner Coll about how they’ve all somehow colluded to prevent an election from happening. It’s beyond frustrating, totally unproductive and wildly unprofessional behavior at the council table. If only there were someone who could penetrate his massive ego and help him understand the error of his ways…

  2. Dillon Moran is telling his political comrades that a number of new jobs will soon appear in his Accounts Department.

    He it telling them that these openings will arise from:

    • Short Term Rental regulations: his department will add personnel to collect and process the new revenues payable to the city.
    • Some sort of City Events Manager title and role that his office will create for itself.

    Commissioner Moran proposed January 14th as the election date during pre-agenda. Sanghvi weighed in that the date worked for her. Coll and Safford were also amenable to January 14th. It was a very healthy discussion with the council poised to vote in favor of the proclamation. Then, not surprisingly, Moran pulled a bait and switch substituting the proclamation with the agreed upon date of January 14th with an at the table proclamation which the other commissioners had not seen prior. The new proclamation moved the election to December 10th. 

    It’s astonishing that Moran could not see why the council was troubled by him presenting a proclamation they had not seen which moved the election up by 5 weeks. It is clear Sanghvi and Moran have no intention of voting on establishing a committee for the appointment in the meantime.

    The public learned that once the proclamation is passed there is a 10 day window for an independent party to petition to get on the ballot. Essentially, it would be 9 days because day one starts the night of the proclamations passing. The election campaigning would be underway immediately allowing Moran and Sanghvi to stall the appointment process. They might argue that with the election scheduled making an appointment for such a short time (which likely was the strategic plan) was unnecessary. 

    If the appointment committee was assembled in July, Moran and Sanghvi most likely would have continued to create roadblocks to an appointment.  It is obvious to the public that they are blaming the wrong people for the lack of an appointment. They are also the ones creating roadblocks in scheduling an election. Let me be clear Commissioner Moran-Repeating the con over and over,  increasing the volume, misplacing blame, attacking council members and ridiculing the public does not change the facts. Acting like a stubborn, slimy, buffoon doesn’t move the city forward. The public sees an oppositional, surreptitious, tyrannical muppet exhibiting temper tantrums when he isn’t getting his way.  Look in the mirror Moran and you will see the problem. Leave some room for Sanghvi to see the enabler she continues to be. Your blatantly obvious agenda coupled with misinformation spewed to the media is deplorable. Your propensity for displaying what many would consider grossly unethical behavior is diabolical.
